Talks to develop rules for deep-sea mining are still ongoing through the International Seabed Authority (ISA), a process that missed an initial 2023 deadline and has continued to stymie efforts to start commercially mining the deep sea.

Environmental groups are decrying an executive order signed by President Donald Trump to expedite deep-sea mining for ores and minerals, saying it could irreparably harm marine ecosystems and ignores an ongoing process to adopt international rules for the practice.

On Thursday, President Trump signed an executive order that aims to permit, for the first time, industrial mining of the seabed for minerals. Scientists have expressed deep reservations that mining could irreversibly harm these deep-sea ecosystems before their value and workings are fully understood.
